The immediate provision of food to internees appears to me a matter of considerable difficulty and with many officers and members of the public likely to be debilitated owing to the period of internment, officers from outside aware of the trend of Imperial policy are essential at the outset. Unless these are forthcoming there is considerable danger that the Chinese will not realise that Hong Kong is not following the same lines of policy as those indicated before the war. Again I regard this point of paramount importance which must not be overlooked.
